President Sánchez, confused with all the commotion going on with the MEF, took up a mic and spake. "Kennanites, I believe that it is time for us to begin this damn conference. We have been waiting too long for the other nations to arrive and they have not shown in time. The host himself has left, if we do not begin this now then it will never will. I give you 24 hours or I shall depart back to Guadalajara, catch up with soccer and pass some new laws. Good night." He said.

The King, visibly frustrated, moved to the podium.
"I fully agree with everything Mr. Sánchez has said, including the soccer part. We must make haste with this meeting; I can no longer afford to be here for so long wasting time when I have a nation to run, people to see, and a life to live. We all have paid our dues; now lets get on with the action tomorrow morning, or else I'm afraid I will no longer continue to participate in this conference. I have wasted too much time here as is, and so have the rest of us. I think we all agree; lets get this done, and get back to our lives."
He nodded, and went to their plane once more with his delegation, along with the SNW and Kazaristan delegations (to their respective planes).

After the Ethanians left the premises, Secretary Barrows received a nod from the President, and walked up to the podium.
"Having been in complete agreement with President Sánchez and King Brian, we have heard the rightfully ticked off responses from national leaders who cannot waste their days away here on a crumbling island, which is precisely why we are here to debate; to change Kennan's de facto meeting place during crises and other major events that cannot be facilitated by one singular nation, which is in very shabby condition and has effectively been defunct since the end of the Great War. The sky is our limit to what we can accomplish on this island, and this island should look like it can implement change, and represent the regional government. Personally, I'd like to beckon for a restructuring of all government buildings inside the compound, as I find some architectural ideals to be a bit bizarre, like an abandoned grocery store inside a guarded compound."
"I'm excited to hear the voices from the other delegations here, specifically the Republic of Guadalajara and Spaztislavia, who are fairly new to Kennan's regional government. Let's get started, shall we?" The Hacklet delegation clapped (and presumably the other delegations), and Barrows stepped down from the podium. Ambassadors began to separate themselves by bloc depending on what they wanted to accomplish. Architects, drafters, and engineers waited for diplomats and leaders to consult them on the new structures that could potentially be constructed, and the ghostly buildings that could be torn down.
OOC - These blocs will likely be more active, efficient, and more interesting than one figure at the podium at a time.

OOC - Indeed, I was thinking that it should make the thing go a bit faster and make the RP more active.
The Spaztislavians didn't disperse themselves amongst the blocks, but stood together near the centre of the plastic-chaired auditorium. In just a few minutes, Lev would present the idea he had. Everyone on his delegation was going to support him, as the diplomats were chosen by hand and had similar ideologies although more than half supported different parties.
But not yet. They sat at the centre for a reason. He wanted to let the other talk first. His goal, a stronger united supranational government, and if possible, common currency and open borders in conflict-free areas was somewhat controversial even in Spaztislavia's parliament, but the idea was accepted by this organ nevertheless, with 54% of the votes for and 46% against. It was in his interests to rejuvenate the island and it's accommodations in order to create an even more centralized government in Kennan, that could ensue the safety of all Kennanite. Of course, the other delegates had no clue about this ideas, as the parliament meeting was held in secret, and the delegates were told after their arrival on the island that they were going to discuss that topic. Mr. Yeltsin waited for other block to start displaying their ideas.

The King took to the podium.
"I agree with this measure proposed by Secretary Barrows wholeheartedly. I would also like to see great renovation to our regional museum, and I would approve of a form of an interregional entertainment ground. I also propose that we take advantage of the lack of infrastructure around the island to make way for funded regional parks, possibly. Hopefully, we can get great things going here, but there is one thing I'd like to focus on first, and that would be the hotels. Those need to be taken down and rebuilt. I suppose we could use private funding for this, but I would prefer to work within our budgets to make this a 100% government funded project. I do not want to see any corporate ownership on this island, and I think everyone here would agree with that. Thanks for the time, and with that, I'd like to see what anyone else has in mind at the moment."
With that, Rhys Calzaghe took to the podium.
"My fellow leaders, I think I am being very reasonable and agreeable when I say that this island must be a glorious monument to our region. I have grand ideas for the museum as well, and I think a glorious rebuild to show the struggles and victories of each nation in Kennan should be represented there. On that note, I think we need to fund improvements for each and every building here. This is what I care about, anything else is not on my agenda, but I'd be willing to help out."
Following him was a diplomat from Kazaristan.
"We are very pleased to finally be here and meet all of you; some of you for the very first time. We'd be willing to listen to any ideas and help fund them, as for now, we are willing to let the experts talk. Lets get some work done, gents."

OOC - The only thing about open borders is that some nations are islands, and normally have to go through customs when traveling to and from on planes, trains, boats, etc. But we'll discuss that later. But as of right now, the othe delegations are completely oblivious.
IC: Already, only minutes into the unmoderated conference, a group began to form with the primary interests of the hotel. They discussed what the new hotels and conference areas would look llke: Most wanted the general theme to have a luxurious hardwood-type theme inside the conference rooms, whereas lobbies and meeting places would have a lot of windows and glass mosaic. The hotel rooms and smaller conference arenas could follow similar themes, or be changed depending on the various nations occupying it.
Another group began to talk about King Brian's idea for a national park/reservation. Unity Island had a lot of historic farms and walking trails before it came to international prominence. Ideas were thrown around for a reservation with peaceful trails, serene overlooks, and some tourist attractions like paddleboats or golf/disc golf. Maybe even a marina or beach. However, the delegation stressed the importance of making the majority of the project funded by the government, avoiding corporations.

President Sánchez was not yet ready to speak on the subject as he had only been in Kennan for a short time. However, he agreed totally with the renovation of everything, as it was obviously needed. The President was taking notes on the subject when 5-Star General Angulo took the podium. "Good morning, gentlemen. I have noted that the soldiers here carry almost no equipment and that they are in no position to defend anything at this point. I propose that we allow Guadalajara to supply these soldiers with adequate equipment and weapons." After that he sat down, waiting for the other nations' responses.

With President Hackett busy with the architects and engineers, Secretary Barrows approached General Angulo, shook his hand, and said to him "As long as it does not place you at a financial disadvantage, it'd be much appreciated if you could do so. The Hackleberry Islands can assist funding the weaponry that your nation will supply the Unity Island guards, if you so choose."

The Sandwichian delegation would like to point out that funding and arming the Unity Island soldiers would mean that we are giving MEF funding and arms for the job they should be doing anyways, but we would not object to the approval of this decision, and if this is approved, we would help fund and arm these soldiers. The soldiers will continue to suffer without funding, but they are not our responsibility. Of course, this does not mean that we shouldn't help out people in need (and as is obvious, we should).
The King also managed to get up to the podium once more to speak on the idea of public forest areas.
"This is not only good for tourism while protecting this island's habitat, or being a plus to biological studies, but it is cheap. All it takes is cooperation on behalf of all of us to make sure the fund are given to the right people to maintain such a project. Other than that, I think it's an excellent idea if I say so myself, gents."

The Spaztislavian delegation sees no problem either. As long the guards are trained to protect and not to kill.
My delegation also accepts the proposal of Your Highness, we have a similar programme in our country that can be applied here.

The door to the conference room opened and promptly fell off its hinges, crashing to the ground. The delegates' eyes were drawn to the source of the sound, leading them to see Samukani President Tobias Roffgan and Secretary of Foreign Affairs Lucian Alkotrozz, along with a handful of diplomats, architects, engineers, and security personnel.
Roffgan gazed around the decrepit room, still visibly startled by the door's fall. "Well," he said. "This place is a lot worse that I thought it was."
Alkotrozz walked past Roffgan into the room. "My sincere apologies for the delay," he said. "The Samukani government has been caught up dealing with a crisis of sorts. You all will probably hear about it on the evening news. For security reasons, no senior official was able to leave the country until just a few hours ago."
The Samukani delegation took its seats, quickly catching up on the meeting's minutes.

OOC: Due to me being on vacation now, I have some more time for role-playing, so I'll get back into this.

The situation in the Azerian Empire had deescalated to the point where the MEF's assistance was no longer needed. So Ethan Foley V made his way back to Unity Island. Supreme Dictator Ethan Foley V's plane landed back on the decaying runway at Unity Island. He quickly got out and his jet and headed for the main conference room. Once inside, he saw that Samukan had arrived. His advisers took seats some distance away from Samukan. The Dictator moved up to the podium.
"Hello my fellow delegates. I apologize for my brief departure, there was a serious situation with the Azerian Empire that had to be resolved immediately. On to the topic of arming the guards here at Unity Island, I agree with what the previous nations have said about the funding and arming of the soldiers. The costs of maintaining several thousand guards here at Unity Island is costly and assistance is greatly appreciated by the MEF government. We will also take greater strides to provide them proper shelter, food, and equipment in the future. I could have some members of my delegation draft a written agreement that will be in regards to funding and arming these guards. If no one objects, we could all sign this document once its written."
The Dictator looked around some more. He noticed many government officials were separated in groups depending on what their expertise was.
"If I could keep everyone's attention for one more moment, please. I think that over the course of a few more days, each group should draft agreements and contracts that will organize what exactly will be done regarding renovations and what not on this Island. The documents should also include who will be funding these projects and how much they will cost. After they are drafted, we can discuss them one by one as a whole and sign them accordingly. I advise anyone who has not already joined a bloc of their expertise to join one or form another one. Thank you everyone."
The Dictator stepped down from the podium and sent his advisers to different blocs.

As the Samukani delegation divided itself into topic-based blocs, President Roffgan stepped up to the podium.
"Thank you, Dictator Foley, for your statement. However, I do not feel that solely contracting the Ethanian armed forces is a good solution to the security problem at Unity Island. As Unity Island is a symbol of our region's unity -- hence, its name -- the responsibility of its security should be shared by all Kennanite nations. This is not to say that I do not trust Ethan Foley with the protection of this island, but rather that Samukan feels that the symbolism of this island should run throughout all of its elements."
Roffgan paused as he finished his statement. He caught the eye of Dictator Foley, trying to figure out what he thought of the statement. He braced himself for sharp disapproval.
Roffgan continued, "On a different topic, I believe that this conference should be somewhat more organized, given the diversity of the topics that we will discuss. I propose divided this conference into several subcommittees, focused on each aspect of Unity Island's restoration: architectural renovations, security, and tourism and other uses. Since it seems that each delegation has divided itself into topical blocs already, we might as well have several simultaneous meetings to speed up the processes."
The President stepped down from the podium, taking his seat next to Alkotrozz.

The Supreme Dictator's face was unchanging. He walked up to Alkotrozz. "Having 35 groups of soldiers from different nations that speak different languages, have different standards of professionalism, have different military formations, tactics, and procedures will complicate things and inevitably comprise the security of the island. It makes the most sense that we have one nation guard the island like we have already."

Alkotrozz thought for a moment. "What if we instead formed a military organization specifically for the regional government? Kennanite nations could contribute a certain number of their own soldiers to serve in the regional force. The organization could enforce its own standards on the soldiers, as set by the Sec Defense and Law Enforcement. That might solve both problems of representation and standardization."

OOC - Feeling the love, lol. IC: President Hackett walked up to Secretary Alkotrozz, and after a warm welcome, they talked. Many of the diplomats were confused by the unorthodox and relaxed nature of which they discussed various topics. One remarked that "I feel like this should be taking place in a Sandwichian pub, not a regional compound." Hackett brought up the topic of the military fueled by the region. "I know that both you and the Dictator don't get along very well, and there's the fact that they're trying to expand at every turn, but he does bring up a good point about compatibility with soldiers. Technically, these soldiers are under the control of the regional government. Personally, I think that we should leave certain areas and blocs of the island to be defended by soldiers across Kennan, like personal political compounds and diplomatic areas, but the brunt of the exterior and naval defense should be handled by the Ethanian soldiers. At least for the compound and military areas. As of right now Lucian, if anything, I'd like to just be able to sleep somewhere that the floor wont collapse under my bed." Hackett snickered at the end of his sentence. He knew that Lucian Alkotrozz was a very reasonable man with flexible policies, and that the Dictator would listen to reason and a potentially possible compromise (maybe). Military defense was a topic of popular debate, and while he knew of the long history of tensions between democratic Samukan and the autocratic MEF, the President knew that they could, and hopefully would, reach an agreement on the subject, even if it could take a very long time to do so.
