RECALLING that the Fourth Law of the Kennan Laws of 2013 was created with the intent of holding users responsible when using a puppet to avoid retaliation by using a puppet nation to provoke others or breach regional law,
BELIEVING that the Kennan community has grown more responsible than at the time the Kennan Laws of 2013 were written, therefore making the Fourth Law redundant and overly-restrictive,
RECOGNIZING that a number of Kennan members are interested in using puppets in a different manner than their main nations, as to increase the political diversity of the region and roleplay more interesting conflicts,
Hereby,
1. REPEALS the Fourth Law of the Kennan Laws of 2013, rendering it null and void;
2. MAINTAINS the legality of the clause of the Fourth Law that restricts the number of puppet nations per Kennan member to 3.
