RECALLING the precedent set by Kennan Regional Council Resolution #79 (“Citizenship”), which required that all voters in the Kennan Regional Council and related organizations and offices of the regional government submit an application for citizenship,
CONCERNED that this resolution restricts the ability of independent nations to gain voting rights in the regional government, as a number of Kennanite nations are not permitted into the World Assembly for a variety of reasons,
WISHING to continue the precedent of applications for voting rights in order to combat illegal voting, while allowing nations that are not permitted into the World Assembly to gain their deserved voting rights,
BELIEVING that the use of abstentions in the Kennan Regional Council would allow for nations that are unable to vote to be counted without officially taking a stance, as well as benefit the side of the debate that has clearly shown to have more supporters by adding the number of abstentions to the number of the side that gains the plurality of votes, in order to reach the required number of votes to pass a resolution,
FURTHER BELIEVING that the use of the 70% for requirement for a resolution to pass is a requirement created without sufficient reason, is not aligned with the norms of the rest of the world for a supermajority vote, and does not fit in with the total number of voters commonly being divisible into thirds,
RECALLING that there have been rushes in the past to hold elections for the delegate, as the current dates for holding elections are almost whimsically-determined and do not have a set, easily-recognizable occurrence,
RECOGNIZING that there are numerous Kennanite nations that do not normally use Eastern Standard Time, and that a more international approach is more logical,
FURTHER RECOGNIZING that the weekend is a suitable time to hold elections, as people with more free time are more likely to be available to vote and because officials responsible for managing elections will be more likely to remember the election when it is held on a constant time period,
AFFIRMING that it is the duty of Secretary of Administration to manage the internal workings of the region, especially emphasizing the importance of a central, individual authority on events such as elections and voting procedures, which would most sensibly be directed by the Secretary of Administration,
Therefore, the Kennan Regional Council,
I. Voter Registration
1. RESTRICTS the ability to vote in the Kennan Regional Council and general elections, as well as the ability to run for office in the regional government, to Kennanite nations that have submitted an application for voting rights that has been approved;
2. TASKS the Secretary of Administration with collecting and sending voter registration applications on to the Delegate and creating a voter registration form that allows the submission of the following information:
i. The short name of the main nation of the user;
ii. The short name of the World Assembly member nation of the user, if any;
iii. The short names of the puppet nations of the user, if any;
iv. An appeal for consideration of approval if the user has no World Assembly member nation;
3. TASKS the Delegate with reviewing and approving or denying voter applications;
4. AFFIRMS that voter applications should only be denied when the applicant:
i. Is not permitted to become a voter in Kennan by the Kennan Regional Council or an official approved by the Kennan Regional Council to prevent voter registration;
ii. Has not been made clear to be a separate, individual user;
II. Kennan Regional Council Resolution Voting Process
1. ALLOWS voters on a resolution to submit an abstention;
2. DECLARES that any voter that is recorded in the voter registry that does not vote on a resolution will have their vote counted as an abstention;
3. DECLARES that all abstentions on a resolution will be counted to either the “for” or “against” votes, determined by which vote has the plurality;
4. REQUIRES that two-thirds of the votes on a resolution, after adding abstentions to the plurality, be “for” votes in order for the resolution to be passed;
5. TASKS the Secretary of Administration with overseeing the voting process on resolutions, with regards to:
i. Organizing the list of resolutions to be brought to vote in chronological order of submission and not being voted on at the same time as another resolution;
ii. Organizing the means of voting on a resolution;
iii. Tallying votes;
iv. Closing the voting process;
v. Storing past resolutions;
6. REQUIRES that the voting process on resolutions end after 72 hours of their being in the voting process;
III. Elections
1. DECLARES that elections for the office of Delegate will be held on the final continuous Friday, Saturday, and Sunday of the month with the following Monday not being the first of a new month;
2. DECLARES that elections will begin at 0:00:00 UTC on Friday, and end at 23:59:59 on Sunday;
3. TASKS the Secretary of Administration with overseeing the election process, with regards to:
i. Organizing the means of submitting votes;
ii. Verifying that submitted votes are legitimate;
iii. Tallying votes;
iv. Declaring a winner of an election.
Voting on this resolution will end on Thursday, October 30, 2014 at 4:21 PM EST.

AGAINST: 4 (36%)
