Recalling that voting procedures, regarding both the World Assembly Delegate and Kennan Regional Council resolutions, have taken place on the offsite forums since the establishment of the regional government,
Recognizing, however, that the regional page of Kennan gains far more visibility than offsite forums, and that NationStates provides a convenient polling function on the region page itself,
Noting that the polling function allows the restriction of voting rights to World Assembly members only,
Further noting that World Assembly membership is managed by NationStates moderators, who practically guarantee that all member nations are run by unique users,
Recalling past efforts to curb illegal voting by instituting measures by the Kennanite government to manage voting rights, which have proven ineffective,
Therefore, the Kennan Regional Council,
Voting on this resolution will end at 01:10 UTC on Wednesday, April 6, 2016.

Therefore, the Kennan Regional Council,
- Restricts voting rights, including, but not limited to, Kennan Regional Council resolution voting procedures and World Assembly Delegate elections, to members of the World Assembly,
- Requires that voting procedures for Kennan Regional Council resolutions and World Assembly Delegate elections move to the polling function on the Kennan regional page,
- Tasks the Secretary of Administration and the Secretary of Elections with overseeing the execution of these voting procedures, as well as queueing submitted resolutions for voting on the polls in their order in which they are submitted,
- Allows the Secretary of Elections to set candidacy announcement deadlines and election times as they see fit, so long as member nations have a week of time to announce their candidacy and the election takes place over at least 24 hours during the week before the beginning of the next World Assembly Delegate term.
Voting on this resolution will end at 01:10 UTC on Wednesday, April 6, 2016.
