The Regional Council of Kennan is an assembly of all of the nations within Kennan. It works by having one nation create a resolution - appropriately formatted - and everyone votes on it. Here are a few rules.
1. The Resolution title must be formatted as such:
"Resolution #[Number] [Title]"
2. The Resolution must be to:
-Enact a Regional law (such as prohibiting child abuse)
-Commend a Nation (reward it - simply through title)
-Condemn a Nation (penalize it - once again, through title)
3. Votes must be posted on the topic, either saying "For" or "Against", and nothing else. Discussion MUST be on another board.
4. Voting will close 96 hours after the posting of the resolution.
5. A Resolution will pass when 70% of nations who voted on the resolution have voted "For".
6. If all 95% of nations that are allowed to vote have voted, even if the resolution has time before voting ends, it automatically becomes either passed or repealed depending on votes.
7. A Resolution needs at least 3 votes to pass.
8. A Resolution may not punish a nation.
