FULL TITLE: Background Review for Secretary Candidates
RECALLING Kennan's past experience with nations of problematic pasts, and the discord almost immediately caused within the region,
FURTHER RECALLING that all such nations have had previous presences in other regions with similar results,
RECOGNIZING the power that the Kennan Secretary Council is trusted with,
BELIEVING that no nation with the ability to cause so much regional discord should have their negative effects amplified by such power,
Hereby,
1. REQUIRES that all new applicants for positions within the Kennan Secretary Council undergo a background check by the Delegate, who will review their recent activity within foreign regions and determine whether or not their presence would cause a high degree of discontent within Kennan,
2. STRONGLY RECOMMENDS that the Delegate deny applications for a Secretary position made by nations determined to be likely to cause such discontent.
