RECALLING a number of situations in which a official decision was needed, but the Kennan Regional Council was unable to pass a resolution within the available time frame,
EXPECTING that such situations will arise in the future,
BELIEVING that the Delegate, as representative of the entire Kennan region, has the responsibility necessary for enacting temporary law fairly,
Therefore, the Kennan Regional Council,
Voting on this resolution will end on Saturday, February 7, 2015 at 21:08 UTC.

Therefore, the Kennan Regional Council,
- DEFINES "executive order" as a law made by an executive authority of the regional government that may not come into conflict with previous Kennan Regional Council resolutions, that is superseded by future resolutions in the event of a conflict, that does not change any voting processes (including Kennan Regional Council resolutions and elections), and that expires after two weeks (336 hours);
- GRANTS the Delegate the exclusive ability to issue executive orders;
- STRONGLY ENCOURAGES the Delegate to only make executive orders in situations where the circumstances deem it necessary to quickly pass a law.
